Each platform calls it something different. What you are talking about is a "mention". Some writers like it but many find it spammy. Medium does have a rule about it and defines it as harrassment if it is done without good reason - ie, referring to specific writer's articles or comments. You can get into trouble for mass "tagging" or "mentioning" so I would tread carefully here, Jan.
