It sounds very similar to our National Health Service in the UK. Under way too much strain and slowly being sold off to private firms. If you actually want to have a procedure within two years, you need to go private. And you can be dropped with a moment's notice from an NHS dental service because dentists can make far more money working privately. There's no real security for us unless we use private healthcare these days.
